Relief Road Blues by Mike Turner

A certain Ruth Kelly from somewhere down South - London perhaps - has decreed that a relief road chosen following extensive LOCAL consultation, and doubtless at some considerable LOCAL expense, will not be built because she has a policy that no new motorway junctions will be built.
Likewise we discover that a national policy on free bus travel for the over 60's will be imposed on our local authorities who will
have to foot the bill, only being re-imbursed by some arbitrary & inadequate sum of money decided guess where? You've got it. London.
I seem to remember one J. Prescott taking a similarly London based decision about a LOCAL structure plan that had cost local taxpayers a significant sum to produce. Can someone please explain whether the present UK Government sees any point in local authorities at all.
