In the first quarter of 2009/10, it has been reported to the LCC cabinet that stress/depression is the top reason for absence and is as high as 32% in the Office of the Chief Executive and 30% in the Children and Young Peoples Directorate. "These figures are significantly up from this time last year" said Professor Bill Winlow, County Councillor for Preston West, "and I have asked that they should be compared with figures from other similar authorities and those from the business sector.
